Do they not realize how difficult it is to see a car in such low visibility situations? I have two theories on the matter: 1) The drivers without their headlights on notice how well they can see other vehicles w/headlights and reason that their own headlights are unnecessary, since they can avoid the other cars. 2) Putting on one's own headlights does very little to aid one's own range of sight (as compared to night driving), so headlights are reasoned to be unnecessary. Anyway, I consider it a very dangerous situation. Also, does anybody know why the following situation occurs? Traffic is moving fine on the expressway. Suddenly, eveyone slows because of congestion on the road. Everyone progresses slowly (~15 mph), while hypothesizing on the cause of the slowup. Almost as suddenly as before traffice resumes a rapid pace (at or above the speed limit). This happens almost every day on my way to work, in roughly the same place. It is rather frustrating.
