	I hate to be a spoil sport, but I will bet that the amendment is
not unconstitutional -- in fact, that the Federal government's need to
provide for the national defense would (unfortunately) make it eminently 
constitutional... And if I remember my constitution correctly, there
is nothing in it that says we can't force the colleges to play policemen.
I also wonder a bit about self-incrimination -- after all, getting government
funds could be considered a voluntary action -- the Feds don't require
it of you.
