There was one well publicized case in San Francisco about 10 years ago, in
which a cop stopped someone for jay-walking.  While he was writing the
ticket, someone else jay-walked to see what was happening...as I recall the
article (Herb Caen, for those who know the area), something like 10 or
15 tickets were issued by the time that people stopped coming over to find
out what was happening.
