One problem is that valid checks are paid immediately, via the miracle
of modern electronics, whereas bad checks are physically returned.  ~es,
the pieces of paper have to be carried to the bank itself before it knows
that a check has failed to clear.  Since this process can take a while,
banks use a timeout algorithm.
