The N.J. drivers manual has two things to say about traffic circles,

 1.  You must yield right of way to the car in the circle
 2.  You must yield right of way to the car on your right (entering the
       circle)

Thus noone has right of way and so by default it goes to the fastest,
oldest, and biggest vehicle.
