The right of way rules are arbitrary, but pre-determined by those who use it regularly. At some entrances the drivers in the circle have the right of way, and incoming traffic stops. At others, the circle traffic stops to let cars enter. The only way to know which is which is by experience. Most problems there are caused by people who don't know the rules.
