    About two years ago, the traffic laws in Massachusetts changed
to give the right of way to cars already in a rotary;  formerly
cars entering the rotary had the right of way.  The change was said
to bring Mass. law into accordance with the predominant practice
of other states.
    Although the law has changed, the custom has not.
