The shorter wavelengths, (on the violet end of the spectrum) which tend to be scattered more easily by water particles suspended in air (which is, after all, what fog is) are practically absent in the yellow light of foglamps. Since the amount of scattering is a lot less for these longer wavelengths, less light tends to be reflected back into the driver's eyes. Maybe this should be in net.physics ...
