Lines: 22 Military actions towards the Soviets is out of the question. Retaliation through the UN won't do a thing. Some kind of diplomatic action is my vote, although I'm torn between what type of action. I do believe the action must come from more than just South Korea and the U.S. The reason for the shooting seems quite clear to me. Congressman MacDonald was aboad the 747. He had a very public anti-communist position and actively worked within and through several organizations to demean the spread of Communism on the globe. It's only my opinion, but it's very conceivably that the Soviets knew of his placement on the plane and took advantage of the fact that the 747 had flown off course into Soviet air space.
