I don't recall if they ever claimed they were going to use it and what authority they had to use it. I didn't even give them mine on my application (it was an optional field), and yet it somehow appeared on my plastic card. I was too lazy to chase down just exactly how they got it; I suspect it was from my undergraduate transcripts from another school, where I applied before I was smart enough not to give them the number.
