As for the interpretation of Blinking Green,
it is worth noting that it is totally undefined by the laws and
regulations of the Commonwealth,
whereas Blinking Red and Blinking Yellow are indeed defined legally.
(Turns out that the two are not particularly different, by the bye;
also, yes, the legal definitions are not the same as the commonly-
accepted definitions in Boston.  :-> )
