It seems they are not stupid, and prefer to dig in the softest soil in the yard (usually recently planted with carrots). The best solution I have come up with is to cover fresh seed beds with 2" mesh hardware cloth until the seedlings are big enough to defend themselves. Watering also helps as cats do not like to get their paws muddy. I really do not care if they dig between plantings, it just makes it grow better next year.
