The average truck rental location has a lot fewer trucks than, say, United has seats to New York, but occasionally the airline bumps you for just the same reason. It's unpleasant and painful and inconvenient, but I'm not sure I see how the rental companies can do more than say that their schedule has a slot for you and, if everyone does what they say they'll do, you'll get a truck.
