Would people do the same thing (buy stick-on numbers for their
license plates due to the odd/even last digit driving restriction)
in Boston?

If you had ever seen someone in Orlando, Florida or on 287 in
north Jersey driving in the carpool-only lane (marked with large
diamonds on the road) with three blow-up dolls complete with
shirts and wigs in the car with him to avoid traffic in the
other lanes, you wouldn't ask such a foolish question.
