The program you want to find is DUPUSR2.ASM.  It creates "links" to
a file in user areas other than its own.  I think the syntax is something
like:
	DUPUSR2 XYZ.ABC 10
This would make a USER 10 directory entry that points to the XYZ.ABC
The file is available on MIT-MC in
	AR22:CPM;DUPUSR 2ASM
and on most RCP/M systems.
