Ever since the CWA strike against ATT, the quality of the phone lines
has dropped significantly here.  Attempts to dialup other systems has
a low success rate.  We can't seem to connect to philabs (but there
could be another explanation).  In-state lines are also a problem.
Expect noisy transmissions or frequently dropped lines.
