The "answer" depends solely upon the speed with which information propagates from A to B and vice versa. A to B: if B is waiting for her end to "move", then the speed of propagation is upper-bounded by the speed of SOUND in the lever material: for physical motions, the speed of sound is, by definition, the speed at which adjacent molecules interract and thereby "pass the word". B to A: the problem explicitly says that E-M radiation will be used, and just as above, the speed depends on the medium. No matter, the delay is still inversely proportional to the speed with which information propogates. Enough????? =Ned=
