Perhaps you're thinking of the conventional explanation of the Hubble effect (red shift vs. distance). Seems to me we went over this topic a few months ago. The speed of light in the units I normally work in is precisely 1. This is not a dirty trick but is permissible since the velocity in question is more fundamental than any time or distance standards, insofar as relativity goes.
