The story is "Try and Change the Past", by Fritz Leiber, currently
collected in "Changewar", a rather good book.  The "snakes" and
"spiders" are the two sides in an eternal war, with each side trying to
undermine the other in the past.  In these stories, you *never* see
anything close to the big picture of the conflict, just a set of
vignettes in various times and places.
