I do not recall the author, but it seems to me that it was a mainstream type, not someone who had (or has since) written any SF. The story was set in Britain, a large chunk of which was game preserve for Goering or someone like him. They hunted people on this preserve, and the "horn" in the title was a hunting horn. As hazy memory recalls it, I read this before Dick's MAN IN THE HIGH CASTLE, but that has little to do with which was written first. Regards, Will Martin
