It happened in late 1981, when the Soviets send, first a Vietnamese, then a Cuban into space with their (USSR's) Saluyt (6 ?), all within 3-4 months. That's something to polish the Soviet image to Vietnamese nad Cuban people, right ? ^^^-> and Back issues of Pravda mentioned these events. Check in the library.
