Be that as it may, things are not always as they seem. Dr. Cooper has the freedom to say what he said because the state of the art in space (laser, particle beam, microwave, kinetic, etc.) weaponry is still at the point where the mere threat of developing the technology is a viable leverage point in negotiations. The threat to our security is not the missiles the USSR has already, but would be the fielding of an operational space weaponry system, or the development of a significantly better ICBM. -Sheldon Meth -------
