As was previously mentioned in a net article, in Space Seed, Khan read through the Enterprise's library. Then someone else objected, saying that the Federation had little contact with the Romulans before Balance of Terror. Well, if you will remember your Star Trek history, there had been a war between the Federation (or maybe just earth) and the Romulans many years before, and there had been no visual communication between them. This is hardly 'very little contact', whether or not you might expect proverbs to be exchanged during a war. I believe this information was mentioned in Balance of Terror.
