I offer my apologies to the network community for this error, and hope that noone caught bitten by it. The actual data are as noted by another correspondent: five thousand for 1982 and 1983, seven thousand five hundred for 1984 and 1985, and ten thousand for 1986 and thereafter. (By the way, I'm glad this was pointed out ...
