Failure to receive these forms does not excuse a person from obtaining a valid licence or registration in time. Nor does failure to receive a 1040 from the IRS excuse one from filing income taxes either for a refund or payment. The IRS allows you to claim a refund for up to three years, but you can still get into trouble for not filing. My feeling is that it's not unreasonable for Trenton to set a cut-off date, so that they can close their books and worry about other things. Mark the date on next year's calendar!
