Hacks tend to write code which, at some level, they feel proud of. It may be elegant, or it may run faster than anything anyone else can write, or just make use of an instruction that no one else could find a use for, but there's something special about it. Uucp doesn't fit this description. I would guess that at least some of the code was written by a novice, not a hack.
