The official contact for RCS was (when we got it)

It was free to anyone who signed their non-disclosure agreement,
including profit-making organizations such as our own.
You do have to give credit to Purdue where appropriate, and
you can't market any part of RCS further.

We got it about 6 months ago.  I haven't heard anything about it
since, so I doubt much has changed.

I also understand that will be on the 4.2 BSD tape as contributed
software.
