i dont think that a dealer asking for additional Id to prevent
stolen cards from being used will cut down very much on card use!

D.L. and SS cards are easy to fake.
Most dealers only ask for your DL number, or SS number not to see the ID
   anyway.  anyone could give a number.
If someone has a stolen credit card, changes are that they took someones
   wallet and can produce a SS card, or other form of plastic that does not
   have a picture on it.

all of the above dont even deal with the fact that service stations dont
have the right to ask for your SS number!
