    The REAL problem with all drugs is that they do not act instantly.

    Anyone shot has enough chance to do a tremendous amount of damage
    before she collapses.  Imagine what would happen in the standard
    Trapped-Criminal/Hostage scenario, when some sniper plugs the gal
    with some knock-out drug.  There exists plenty of time for all the
    murder in the world.....
