Reagan is not keeping his cabinet stocked according to some public-relations barometer--though latent insubordination seems to be grounds for being ousted, if Haig was any clue. Let Watt keep shooting himself in the foot--the periodic screams of outrage in the press and other forums of our "open" society will rise and fall, and be forgotten, while the real damage proceeds unabated. And if Watt were replaced? Well then, Congress would suddenly stand abashed at its suddenly-visible inaction on real issues.
