Two things are immediately obvious: it's non-trivial to get the dart to hit so that it works and the time for the drug to work can be several minutes or longer. I wouldn't want to depend on one to control someone who presented an immediate danger. Any non-lethal weapon is also likely to be lethal for certain people. Electrical devices can cause heart problems, drugs can cause allergic reactions or dosage problems with very small people, soft projectile weapons can cause severe damage in certain areas or to people who are particularly frail.
