For all those who want to know what a PSL is, try this: Every owner must clean up after their dogs. It is a 35 to 50 dollar fine. The law works mostly by peer pressure. When it started, the Sanitation Department enforced the law. Now most people seem to do it. It started and nourished a complete new industry, `Pooper-Scoopers'.
