	A Supreme Court ruling (9-3-83) has upheld the right
of localities to enact strict anti-handgun legislation. In so
doing, they explicitly interpreted the constitution as NOT granting the
individual rights to carry handguns or keep them in their
home for protection.

	(This was in the news yesterday - I may not have all
the details, but the flavor of the decision is as stated. I
expect that someone else will post a detailed accounting of
this news item.)
