Have you tried talking to the dog owner?
Dogs run wild in my neighborhood, and when my neighbors left an
anonymous note I began to chain my dogs up or otherwise make sure
they stayed in my yard.  It didn't solve their problem though--
Mine, either - other dogs are always "wasting" in my yard.
I agree it's a disgusting task, but *certainly* not the only reason
you don't have a dog???
