It is single contact lens, either correcting or plano, worn in the non-dominant eye, which only transmits the red end of the spectrum. While wearing it, your binoculor vision allows you to determine colors quite well, apparently. One problem: it is very darkly tinted, so it isn't good to wear under dim light, and you shouldn't wear sunglasses with it. It's been around for over 10 years!
