Big for some people. We only talk to our netnews neighbors a few times during the evening. With notes, I have a cron script which collects all the new things about 30 minutes before each call. Anyone that polls only a few times a day instead of demand would probably benefit from the delayed queueing and it shouldn't impact their "time-until-it-leaves-the-site". Sites like ihnp4 might need to generate some sort of rule like "local submissions wait X hours, anything coming in from elsewhere is immediately passed on". There are lots of solutions.
