I have a theory:

Presidents hate to do anything that looks like bowing to pressure.
If he kept his nose clean for a couple of months the President
would be able to get rid of the embarrassment without acknowledging
being embarrassed. James Watt knows this, so he goes out at regular
intervals and does something outrageous so that the President has to
not fire him again.
