     Apparently, if they ever had any idea how to go about it,
the Marines, Dept. State and the Pentagon have completely for-
gotten how to convert a cease-fire war zone to civil administration.
It is not done by sitting in foxholes and going on patrols. That
happens to be the way to convert a cease-fire into a war zone.
