Occasionally, it is done in a way that makes me uncomfortable. Such as by rude people on the street. It's definitely a question of attitude. Sometimes someone is appreciative and interested, but sometimes the "looking over" is used to assert some sort of dominance. I have gotten a clear impression, a couple of times (like walking home at night through Central Square ) that the sole purpose of the gesture was to intimidate me and assert the dominance of the male doing the looking. This I don't like.
