Kirk of course DID make a permanent record of stranding Khan and party on
this planet--it was part of the ship's log.  It was, however, classified
on Kirk's suggestion.  Should others learn of the existence of many
genetically enhanced individuals from the late 20th century, they might be
so curious as to travel to Ceti Alpha V and both endanger themselves and
provide Khan with a means of escape by which he would attempt to conquer
the galaxy, most likely.
