NIL, and the editor STEVE, is not as a whole in the public domain.
It is copyrighted, but distributed without licensing charge, and
with automatic provision for redistribution as long as the copyright
remains intact (etc.).  The distinction involves protecting us from
having it sold by others, while not restricting its redistribution
otherwise.
