I think that it is difficult to draw the line on what is and is not to be kept proprietary. A research effort, by its very nature, is hard to evaluate for possible economic/military/whatever benefits. But one of the problems with claiming too much proprietary is that it defeats the intention of stimulating related parallel research. So, I believe a reasonable decision rule would be: "unless you are sure that releasing this information would cause a serious loss of sensitive information, do not censor it".
