Constitutional rights to bear arms would not permit you to carry
your PTN for the same reason that you are not allowed to carry
around a bomb made from dynamite (or TNT or plastic explosives or
thermite,etc.).  A bomb is a bomb regardless of the explosive used.

Comparing your PTN to a handgun is not a valid comparison, since
the precedent for banning explosives for citizens exists already.
