However, if the note's "author" is whatever code grabs articles from USENET
and submits them, it can't ask the real user (who could be several thousand
miles and several days worth of multi-hop transmission) to shorten it.  I
believe "notes" was originally written as a one-machine system, or as a
system for a small net consisting only of machines running "notes"; the fact
that we now have a large heterogeneous net confuses it.
