Why can't people signal for right turns??  Here's the situation:

As I wait at this no-stop intersection for this idiot to go by me, he cruises
on  up  to the intersection and turns right!   He didn't have to signal, *he*
wasn't turning left!  The fact that I had to sit there (an infuriating  10-15
seconds) and wait for this clown didn't bother him at all!

If people just got into the habit of *always* signalling when they turn,  then
things like this wouldn't happen.  If you wish, you may optimize (don't signal
in an empty parking lot, say), but the default behavour should  be  to  always
signal.
