I have seen and been in that situation more than once; usually, the overzealous person already stopped will decide to enter the intersection, and be hit in the side by the other driver going through the intersection, seemingly in defiance of the signalled intentions to turn. In either case, the stopped driver is safer to allow the other to clear the intersection (whether by going through or actually following through with the turn) before proceeding. -- "Peter N.
