Jack,

     I don't know what the law is in Colorado, but where I grew up you
     were not supposed to assume that a driver who was signalling a
     turn was going to turn until he actually started to turn.  If you
     started moving and he didn't turn but instead drove into you, you
     would very likely share legal responsibility for the accident for
     not yielding right-of-way.  Isn't life a bitch?
