The Telco's can't "multiplex" data from customers (this technique is called "packet switching") by order of the Fed's. I do not know if this restriction will still be valid after the break-up of the Bell System. 2. While that pair of wires coming into your house from the CO is for your use only the CO cannot handle every customer being off hook, on the telephone, at the same time.
