MAKE is implemented under TOPS-10 as a COMPIL class command, so MAKE runs COMPIL, which switches to TECO, FORTRAN, or whatever it figures you want. COMPIL detects this humorous special case, and generates the message itself immediately before entering TECO. If you examine the executable code for COMPIL using a binary editor in ASCII character mode, "Not war?" appears, buried in the bytes.
