I'm not exactly sure of the wording, but in one of the old Xerox 
FORTRAN 77 manuals PARAMETER statements were described thus...  

     PARAMETER statements are very useful for representing mathematical 
     constants such as PI, particularly if mathematicians should happen 
     to change them some day...
